The banking system of Kuwait is supervised by the Central Bank of Kuwait. Before passing “Law No.8 of 2001 regulating Direct Foreign Investment in the State of Kuwait” and “The Council of Ministers Resolution No.(2/1006) of 2003 regarding the incorporation of Kuwaiti companies with the foreign share of 100% of its capital”, all Kuwaiti banks were entirely Kuwaiti-owned or owned by the Kuwaitis in conjunction with other Arab nationals only. But since passing Resolution No.(2/1006) of 2003 regarding the incorporation of Kuwait companies with the foreign share of 100% its capital, the Central Bank of Kuwait has issued many licensees to foreign banks. Further with the issuance of Law No. 28/2004 amending certain provisions of Law No.32/11968 by the Central Bank concerning currency and the banking business in Kuwait provides an important stride toward the enhancement of banking regulation in Kuwait.
